		<description>This is a question that we&#039;ve discussed internally a number of times. What&#039;s not obvious to the outside is that it&#039;s not just a question of skirmish by itself. It&#039;s just one piece of a bigger push that&#039;s spread out over a number of features. We don&#039;t talk about features that aren&#039;t solidly in the pipeline, so I can&#039;t give any specifics (and things may change) but the general concept is to make Open Sea PvP more strategic and more valuable. I also have personnel ideas about where the risk lies and where it should lie, but I haven&#039;t had a chance to evangelize them yet.

Keep in mind that we&#039;re dedicated to Open Sea PvP, and we&#039;ll be watching the stats very cloesly to see how this affects it.</description>
