I’ve got a little bit of cash on both servers, so I may be able to help you out with a lowbie ship deed or two to help get ya started.

As a pirate, ships aren’t hard to come by since you can steal basic ships from NPCs, but as a Nat (Brit, French, Spanish) you’re at the mercy of the Auction House and if you’re not in a society, it can get pretty expensive (unless you know someone who knows someone who’s a shipwright!)
